English Learner PRogress
The English Learner Progress Indicator measures how many English Learners (ELs) are making progress toward proficiency. All students who took both the 2018 and 2019 ELPAC are included in the Fall 2019 release (matched results). Not included are those who were reclassified before the summative 2019, newly arrived students in 2019, and ELs in 2018 who graduated last year. Initial ELPAC results are not used in the calculation here.
Due to the adoption of a new English proficiency assessment in 2017-18 (previously CELDT), this indicator did not receive a color result in Fall 2018. As of Fall 2019, two years of ELPAC results are available so status results are included for the ELPI measure in this release. In order to be compliant with ESSA, in the Fall 2019 release, status results will be used in place of a color result (which will not be available until Fall 2020), with very low being held equivalent to the red performance level, low corresponding to orange, medium to yellow, high to green, and very high to the blue performance level.
Status is measured as the percentage of students who moved up at least one performance level (of 6) from the prior year or maintained an ELPAC level 4 result across both years of test. Note that for the Fall 2019 release, the CDE created 6 ELPI levels out of the 4 ELPAC summative assessment levels by splitting scale scores in levels 2 and 3 into 4 separate levels (2 low, 2 high, 3 low, 3 high). They did this because it typically takes a new English learner 5-7 years to achieve proficiency. In prior years, status included credit for English Learners making progress or maintaining high proficiency levels, students who were reclassified in the prior year, and in Fall 2017, also re-counted students who are Long Term English Learners (LTEL) that gained one or more fluency levels in the numerator.
Change is measured as the difference in the result between the most recent year of data and the prior year. Change results will not be available until Fall 2020.
Note that results for this measure only appear in the All Students or Overall Results section, as opposed to only appearing under the English Learner student group results section. Schools or LEAs with ELPAC participation rates under 95% will automatically be assigned an ELPI status of Low.

CELDT takers who increased at least 1 level + CELDT takers who maintained proficiency at the Early Advanced/Advanced level + ELs who were reclassified in the prior year + LTEL CELDT takers who increased 1 level; all divided by the total number of CELDT takers in the current year + the count of ELs who were reclassified in the prior year.
