school performance framework
The School Performance Framework (SPF) is a system that was developed for measuring school quality across district-operated schools in Oakland. It functioned as a bridge between a time when California used the performance of students on a single test to represent school quality and the new system that was rolled out by the state in 2017 which, like the SPF, uses multiple measures to provide a more inclusive and holistic view of student performance and school quality. The SPF was used in OUSD from 2015 to 2017 to help schools and the community set priorities for improvement with specific groups of students. Starting in Winter 2017, OUSD will shift to use the same measures used by the state in their measurement of school quality, a shift that will enable the creation of a Oakland Public School Report Card for each and every publicly-funded school serving Oakland families. This shift means that not only will parents and the community have access to directly comparable information on school quality across the city, but it also has the potential to foster cross-charter/ district collaboration to improve student outcomes, and improve alignment between our district's local control accountability plan (LCAP) and our annual individual site plans.
